Program Manager

Luke Surowiec


Luke Surowiec brings over a decade of experience working in New York City’s real estate industry, with a primary focus on the large multifamily and commercial building sectors. Luke previously served as a project manager for NYC Clean Heat, the predecessor to the NYC Retrofit Accelerator, which helped thousands of building decision-makers upgrade their heating systems to use cleaner fuels and improve efficiency. Luke also has experience managing large construction projects and consulting with clients on a wide range of energy solutions through his previous roles with local contracting firms. Luke holds a Master of Business Administration and a Bachelor of Arts in Marketing and Environmental Studies from Stony Brook University. He is a LEED Accredited Professional, a Building Performance Institute (BPI) certified professional, and sits on the board of the local Association of Energy Services Professionals chapter.  

Efficiency Advisors

Larry S. Katz


Larry S. Katz, who serves as the technical lead for our team of Efficiency Advisors, has three decades of experience working as an engineer. Prior to joining us, Larry lent his expertise to clients seeking energy efficiency solutions as an independent energy consultant. His experience includes conducting technical and financial analysis for project feasibility studies; advising capital and operational cost reduction projects for energy, lighting, and HVAC retrofits; and counseling energy procurement and demand management projects. He is also the co-author of Energy Calculations & Problem Solving Sourcebook, a guide for the Association of Energy Engineers’ Certified Energy Manager exam. Larry holds a Bachelor of Science degree in Electrical Engineering from Tufts University, and is a Certified Energy Manager (CEM) and a Certified Measurement & Verification Professional (CMVP) through the Association of Energy Engineers.

Daphany Sanchez


Daphany Sanchez, who serves as the affordable housing lead for the Efficiency Advisor team, is a born-and-raised New Yorker who has more than seven years of expertise in sustainability, workforce development, and affordable housing. Before joining our team, Daphany worked on the NYSERDA EDGE program, where she led efforts to encourage the development of local energy projects throughout New York City and secured available NYSERDA funding for these projects. Daphany holds a Master of Science in Environmental Policy and Sustainability Management from The New School and a Bachelor of Science from the NYU Tandon School of Engineering. She serves as a board member for the Young Leadership Council of the New York Housing Conference.

Anne Rahikainen


Anne Rahikainen brings more than 15 years of experience to our team, managing energy conservation and solar programs for non-profit institutions at a community-based organization in New Jersey. In this position, Anne worked closely with energy auditors, energy efficiency consultants, and solar contractors to implement projects. She also developed a specialized financing program for program participants. Anne holds a Master of Business Administration degree from the Johnson Graduate School of Management at Cornell and a Master of Science degree in Marketing from the University of Washington. She is an Association of Energy Engineers Certified Energy Professional.

Sam Ting


Sam Ting is a native New Yorker who brings more than a decade of experience in property management to our team. In his previous roles, Sam helped attract prospective tenants to available properties, managed resident concerns and requests, and coordinated maintenance work. Sam has also managed lighting audits for large commercial facilities throughout New York and New Jersey as part of a local green workforce training program. Sam holds a Master of Science degree in Sustainability from the City College of New York and a Bachelor of Arts degree in Earth and Environmental Science from Brooklyn College. He also has Building Performance Institute Building Analyst (BPI-BA) and Multifamily Building Analyst (MFBA) certifications.

Valerie Corbett


Valerie Corbett has 30 years of experience in real estate development, project management, and financial services. Valerie founded an energy efficiency advisory firm and she has served as a Senior Vice President of the Lower Manhattan Development Corporation. She has also served on the NYC Department of Buildings’ Local Law 87/09 Rules Working Group and advised the NYC Mayor’s Office on the development of the NYC Carbon Challenge for Multifamily Buildings. Valerie has a LEED AP Building Design and Construction certification and is a Building Performance Institute (BPI) Multifamily Building Analyst. Valerie holds a Real Estate Finance Certificate from New York University, a Real Estate Development Certificate from Baruch College, a Master of Art in International Development from Columbia University, and a Bachelor of Science from New York University.

Allen Hobbs


Allen Hobbs brings more than 26 years of experience to our team, with expertise in managing and translating data into actionable insights. As Senior Vice President and Counsel for a New York City-based energy efficiency advisory firm, Allen led the development of building-information databases for clients and helped them comply with local building energy laws, including Local Law 84, Local Law 87, and heating oil conversion projects. Allen is a Building Performance Institute (BPI) Multifamily Building Analyst and a graduate of Vanderbilt University School of Law and Hamilton College.

High-Performance Retrofit Track

Our team offers free guidance to help each participant develop a tailor-made retrofit plan designed to deliver energy savings through holistic upgrades to the heating and cooling systems and the building envelope. Your custom, 15-year capital plan will phase in high-performance retrofits, with two to three measures slated for completion within the first three years.

Our High-Performance Retrofit Track gives you the opportunity to become a leader in energy efficiency-and a typical building can reduce energy use by 40-60 percent.

Every building on the High-Performance Retrofit Track will address these systems within 15 years:

Buildings owners also make plans to engage tenants and for future operations and maintenance training.

When you join the High-Performance Retrofit Track, you'll gain free access to a wide range of support from experienced experts you can trust. We will work with you to:

  • Create a detailed capital plan that includes investments in energy efficiency.
  • Develop a strategic sequence for your building improvements.
  • Identify technology and the latest efficiency strategies available to meet your building's unique needs.
  • Communicate with residents throughout each retrofit.
 

Strategic, Long-Term Vision

We'll help you create a vision that meets your building's needs. In the first three years, your building will complete upgrades on at least two major building systems. The remaining projects will take place over the term of a 15-year capital plan.
